[viff-devel] [issue53] Integrate NEWS in doc/

The NEWS file could be moved to the other documentation under doc/,
maybe under a heading of "Release Notes".

With Issue 52 fixed this would give people a nice way to see what the
next release will contain since we will be updating these release
notes as the development progresses.
