I don't think anybody is working on threshold Paillier. Janus Dam
Nielsen and Marc X. Makkes have been working on a more efficient
implementation of Paillier by using a C-based Python extension. As I
understand it, this is just to cut down on the time spent in local
computation.

Okay. Perhaps one of the windows-savvy people on this list can help you
more or at least look at the errors.
